About Home and Community-Based Services Waivers (HCBS):

The HCBS Waiver program is a vital financial resource for individuals with intellectual and developmental disabilities. It provides, essential funding for necessary caregiving services and supports. In the state of Ohio, the Department of Developmental Disabilities (DODD) administers different types of waivers.

The three Medicaid waiver types are the Individual Options (IO), Level One, and Self-Empowered Life Funding (SELF).

If a Waiver provider is delivering homemaker personal care (HPC) services they are likely utilizing the IO or/and Level One waiver.

These three Ohio Waiver types have different spending limits while still allowing for a diverse range of health personal care services.

Interestingly, in Ohio, there are a variety of funding sources. This means that an individual with intellectual or developmental disabilities can sometimes have their health and personal care needs filfulled without relying on a Medicaid funded waiver.

Provider Type That Must Use EVV?

For Medicaid Waiver Providers in the state of Ohio, Phase 2 of the mandated electronic visit verification (EVV) goes into effect fully by August 5, 2019. After this date, the Ohio Department of Medicaid (ODM) will deny any claims that do not have a corresponding EVV punch.

The Ohio Department of Medicaid (ODM) is requiring many fee-for-service healthcare providers who directly send claims to Medicaid to use EVV.

For home health state plans this includes:

  • Health Aides
  • Nursing – RN, LPN & PDN
  • RN assessments

For home care waivers this includes:

  • Nursing – RN & LPN
  • Personal Care Aide
  • Home Care Attendant

Waiver provider and other I-DD agencies must focus on the needs of their consumers. Finding properly trained direct support professionals (DSPs) is a challenge by itself. Maintaining accurate schedules, timecards and other documentation is extremely time-consuming.
